Haryana Chief Minister Om Prakash Chautala has written to President A.P.J. Abdul Kalam, asking him to take ‘‘action’’ against Governor Babu Parmanand for his ‘‘unconstitutional’’ behaviour in seeking votes for the BJP.

Chautala’s letter to the President is being sent today, INLD sources said. The CM decided against seeking an appointment with the President, because of his involvement in the poll campaign. ‘‘Chautala would meet the President later, in case it’s needed,’’ said an aide to the CM.

However, the INLD decided not to meet Kalam because of the ‘‘keen interest’’ being shown by the Congress, which is raking up the issue as an anti-BJP plank on the national level. Sources said that AICC leaders are considering meeting Kalam to discuss the same.

The AICC seems to have obtained the recording of Parmanand’s speech to Dalits at Rewari, in which he sought support for Prime Minister A.B. Vajpayee. The speech was first reported by The Indian Express. When contacted, AICC leader Kapil Sibal said: ‘‘The Governor’s remarks are totally unconstitutional.’’

Sibal refused to divulge the party’s strategy on the issue, however, saying that he ‘‘would hold a press conference on this tomorrow’’.

Sources said Chautala’s letter lists the instances where Governor Parmanand has made political speeches and attended controversial functions in the last two years.

INLD’s Haryana president Sher Singh Badshami had written to Kalam earlier, seeking action against Parmanand. Badshami had complained about a ‘‘Governor provoking voters against a political party’’. He objected to the speech at Rewari, where Parmanand asked the Dalit gathering not to vote for those whom they had already tested.
