JAMMU, JUNE 30: The Pakistan's Inter Services Intelligence (ISI) appears to have started working on a multi-pronged strategy aimed at creating confusion among the security forces and keep the terror of slain militants intact among the general public in Jammu and Kashmir.Substantiating, defence sources said the Army troops killed Badshah Khan alias Abu Juber, the self-styled commander of the unified command of various militant groups at Khwaja Seri in the border district of Rajouri a month ago. Immediately thereafter, another militant occupied the slot and starts operating in the area under the same code name, shocking many including the security and the intelligence agencies about the actual identity of the militant killed earlier.However, the dummy was also killed by troops in an encounter at Sangla in Surankote area of the neighbouring Poonch district last week. This not being an isolated case is proof enough of the ISI's attempts to give the fading militancy a new lease of life in theState.Sources said earlier a top Harkat-ul-Ansar militant, Nasrullah, was replaced by another militant under the same name after the former was killed by the troops in an encounter at Mandu Galla in Rajouri district. Similarly, a second Shahji appeared and started operating in the border district soon after the troops killed a top Lashkar-e-Toiba militant with that name at Mangota.Sources disclosed that Nasrullah, a top leader of the Harkat-ul-Ansar, hailed from Darhal area of Rajouri district. However, the identification of his body by his relatives notwithstanding, another Nasrullah was now operating in the border district.Similarly, the troops killed Abdul Rehman code named Crush India in a shoot out in the Poonch district. However, he was replaced by a number of militants operating in Poonch and the Doda district, besides the Kashmir Valley under the same code name.About the slain and surviving Crush India operating in Poonch, a senior Army official said the former hailed from Pakistan and assuch, he used to speak Urdu. The new Crush India, as per the wireless intercepts, appears to be an Afghan national passing on messages across the border in Pushto. About the recently killed Badshah Khan, the official said even Abu Juber does not appear to be the real name of the slain militant. He was only called Abu among the militant circles operating in both the border districts, the official added. Sources said the replacement of a slain militant leader is done by the ISI from among the other militants operating in the area on the basis of their individual performance.However, the preference was being given to foreign mercenaries in the matter, they said and added that most of the top posts in the militant outfits were being occupied by them at present.The reason behind the induction of foreign mercenaries, they said, was the failure of the local militants to disturb even the last LS polls held in the State over three months ago.However, this has led to lot of resentment among the localmilitants.
