THANJAVUR, Dec 15: The district administration on Sunday promulgated an order under Section 144 of the CrPC prohibiting the TMC and the Janata Party (JP) from carrying out their respective programmes - a rally and a training camp - on the same date at Kabisthalam, native village of Tamil Maanila Congress president G K Moopanar.According to a press release issued by the office of the District Collector, quoting N Subramanian, RDO, Kumbakonam, the order will be in force till December 18.Janata Party president Subramaniam Swamy has planned to take out a rally at Kabisthalam seeking equal rights for Dalits in the Sri Venkatachalapathi Annadhana Trust, under the control of the Moopanar family.TMC functionaries have also planned to conduct a training camp for its platform speakers in the village from December 15 to 17.Earlier, the Madras High Court had granted permission to Subramaniam Swamy to hold a rally on a petition filed by him. The Government filed an appeal against the single bench order. A division bench consisting of Chief Justice Manmohan Singh Liberhan and Justice Raju on December 5 ordered that the local police should take a decision on granting permission to the rally considering the law and order in that place.This is the second time the district administration has promulgated Section 144 to prevent Subramaniam Swamy from holding the rally.The first time, on May 9, the Janata Party leader had planned a rally here and a public meeting at Tiruvaiyaru. On the same day, the TMC planned to counter the rally with its own programmes. But the district administration promulgated a similar order.Police pickets have been posted in the village.According to district office-bearers of the party, the meeting will decide on the rally in the light of the prohibitory orders.
