By any indication, the year gone by was eventful. As all of you, returning from your vacations will vouch for, the first step towards airport privatisation, after much push and shove, was finally taken and the Delhi and Mumbai airports were handed to private entrepreneurs, through a bidding process that was as competitive as it was controversial.

Not all ideas were in the bricks and mortar space — the creation of an enabling infrastructure, in the form of changes in the way companies file information or the first steps towards full convertibility, for instance. The initial hiccups in the former notwithstanding, this year should see how e-filing plays out. But resistance to increasing FDI limits in insurance, delays in pension reforms, amending the Banking Act are reforms that have been discussed until death, and which the year 2006 will record as sacrifices to the coalition polity of India. How a small group of elected representatives can cheat their own constituencies is reflected in unending delays in pension reforms, turning them into a conference joke — “it will be tabled in the next session”. Meanwhile, millions remain without access to long-term, low-cost retirement corpuses.
