CHANDIGARH, Sept 27: Several resolutions and prestigious projects passed by Municipal Corporation of Chandigarh are hanging fire. Each relates to the city's development, and has been passed by the Municipal Corporation's 29-member House. However, out of either political considerations and/or public resistance, none have been implemented. Resource crunch and delay in clearance from the Chandigarh Administration are given as other reasons for non-implementation.The `Day Market Concept' for phari-owners was introduced during the term of former mayor Gian Chand Gupta, but failed to take off as there were no takers. After it failed, the Corporation's Apni Mandi Committee came out with a scheme for a "parallel market" for phari vendors along with the Apni Mandis. This scheme remained on paper, for fear of public turmoil.Similarly, the establishment of complaint centres and publication of a "Citizen's Charter" for redressal of public grievances relating to water supply, street lighting, storm water and sanitation met the same fate, with MC officials still unsure about the exact date of implementation.With the Administration insisting on an Advisory Committee, the sector-level and ward-level panels mooted by ruling party councillors led by Mayor Kewal Krishan Adiwal remain merely a paper exercise.Interestingly, the officials of the Corporation and the Administration locked horns over the regularisation of constructed houses in Manimajra's Pocket II and VII. Subsequently, the Administration served show cause notice to the Corporation.Issues concerning property, sewerage, house and other other taxes are yet to be introduced, forcing the Administration to write to the Corporation to create its own resources.Even the IVth phase of Water Augmentation scheme is yet to get the Centre's nod, following delay in raising water tariff.The anti-encroachment drive proposal passed unanimously, could not be enforced by the ruling party despite being raised in the House time and again because of political considerations, resulting in growth of illegal and unauthorised constructions in the city and surrounding villages.A Rs 20-lakh plan to computerise its functioning in a phased manner is still hanging fire; it requires approval of the 29-member House.With the residents of Dadumajra moving the Punjab and Haryana High Court for seeking relocation of the garbage dump, the prestigious Rs 18-crore project to install an incinerator for the conversion of waste into methane gas is in yet to take off.The scheme for replacing about 25,000 defective water meters in the city suffered a serious setback following the resource crunch.The Corporation has also failed to introduce paid parking in Sector 17 although this was passed by the councillors by voice vote.
