
CHANDIGARH, DECEMBER 31: The ministry of Home Affairs (MHA) is learnt to be displeased with the Haryana Government for allegedly flouting service norms in management of Indian Police Service (IPS) cadre in the state.
Home Ministry sources said the state authorities had created a large number of ex-cadre posts in the rank of Director General and Inspector General in excess of the sanctioned posts, ignoring the AII India Service Rules. The state had only one sanctioned post of Director General for Haryana Police against which only one ex-cadre post could be created, but the authorities have created six other ex-cadre posts in the rank of Director General.
The IPS officers in the rank of Director General are Ramesh Sehgal (1963 batch), Budhram Fansal (1964), S. K. Sethi, Shambhu Pratap Singh Rathore (1965), B.R. Lall (1967), Nirmal Singh, A. S. Bhatotia (1968) and M.S. Malik (1969). While some of them were promoted by Bansi Lal before he appointed Bhatotia the junior most in the rank of Director General –in May, Malik was promoted by Chief Minister Om Prakash Chautala a few week he assumed power in the state. Similarly, the state had eight sanctioned posts in the rank of Inspector General against which only two ex-cadre posts could be created, but it actually has 17 officers in that rank.
