Uttar Pradesh, which accounts for 60 per cent of human rights violations, remains defiant in making amends. This has been pointed out by NHRC, which has fired an angry missive to the state for its refusal to compensate victims and take action against officials.
The case in question is of Zameer Ahmed Khan, a resident of Bulandshahar, whose allegation of torture in police custody was upheld by the NHRC a year ago.
The panel found the police guilty and recommended action. It asked UP government to pay Rs 20,000 to Khan. The government did not pay the money saying ‘‘the victim had not suffered any major injury’’.
Finally today, the NHRC has given a month’s time to UP to pay Khan and take action against his tormentors.
