Police book a 10-year-old for poisoning IAS officer in Andhra Pradesh but refuse to take action against the officer for employing a minor; a girl was gangraped in Ludhiana a month ago and has not spoken since.’’ These reports seem to have moved the NHRC. The Commission, taking suo motu cognisance of the reports, today sought reports on the cases from respective state governments within four weeks.

Sources said that the news reports first caught the attention of NHRC Chairman A.S. Anand and the panel thereafter sought explanations from Andhra Pradesh and Punjab governments. ‘‘If the contents of these two reports are correct, they have raised a serious issue of human rights abuse,’’ Justice Anand said. The panel has sent the news clippings to the Chief Secretaries and DGPs of the two states and asked for reports.
