Just a few hours before Dr P.S. Pasricha took over as the new police chief, the Commissioner’s office sent out a detailed questionnaire to all senior officers to investigate the missing links between underworld don Dawood Ibrahim and stamp scam accused Abdul Karim Telgi. An internal document circulated within the constabulary on Tuesday sought information on whether any police officer had information on Telgi’s alleged links with Dawood. Officers were also ordered to check their records and report whether they had any information on Telgi’s links with Pakistan’s ISI and their possible role in the racket. A background check has been ordered on six officers arrested by the Special Investigation Team for their alleged role in the scam. The circular also names incarcerated Addl DGP Sridhar Vagal, ACP Gokul Patil, Inspector Vashish Andhale and Assistant Inspector Dilip Pandurang Kamath. The Commissioner’s office, which was manned by JCP Dr Satya Pal Singh, has denied that any notice to this effect was circulated. Sources said that senior officers are expected to check suspects in the list and correlate it with previous crime reports. There are reasons to suspect that some accused named in the Telgi scam could have been arrested earlier for their links with members of the Dawood gang. Police are trying to find out if Telgi or his associates went abroad. This could help to establish whether they met Dawood or any ISI operative. Sources said any suspect with Dawood or ISI links could attract POTA provisions. So far, the 58 accused in the Telgi case have been booked under MCOCA.
