The equation between HRD Minister Arjun Singh and Sunil Kumar, the 1979 batch Chhattisgarh cadre IAS official who drafted the OBC quota Bill and is seen by many as the bureaucrat-brain behind the move, seems to have been unsettled. While it’s not clear what has brought about this situation, it’s learnt that Kumar is not averse to the idea of reverting to Chhattisgarh which had put in a request recently for his repatriation from the Centre. Last heard, Arjun Singh was unfazed.
