ISLAMABAD, July 18: The Apex Court of Pakistan has asked the Nawaz Sharif Government and Sindh provincial Government to explain the measures they had taken to contain violence in strife-torn Karachi.Taking suo motu notice of the deteriorating law and order situation in the city, Chief Justice Sajjad Ali Shah yesterday issued notice to all the officials concerned of the provincial and federal Government to appear in his chamber on July 26, where initial hearing will take place to see whether there is sufficient reason to take further action.This is the second such instance in which the Supreme Court (SC) has taken notice of the deteriorating law and order situation in the country, as earlier it had issued notice to Punjab Government and the federal Interior Minister in connection with the sectarian killings in Punjab.The CJ observed that both the federal and provincial Governments had failed to control the law and order situation in clear violation of Articles 9 and 14 of the Constitution.The SC of Pakistan can take suo moto notice under Article 184(3) of the Constitution, which empowers the Court to enforce fundamentals' rights under Articles 9 and 14.Article 9 of the Pakistan Constitution reads, ``No person shall be deprived of life or liberty save in accordance with law'' while Article 14 reads ``the dignity of the man and subject to law, the privacy of home, shall be inviolable''.
