Are the National Security Council Secretariat (NSCS) and the National Security Advisor (NSA) not kept in the loop on matters relating to security by other wings of the Government? It appears so from a letter the Cabinet Secretariat shot off to all secretaries a couple of weeks ago. The letter says that notes for the Cabinet, the Cabinet Committee on Security and the Cabinet Committee on Political Affairs “which clearly contain any security related aspects” should be sent by the ministry/department concerned to the NSCS/NSA for their views before being sent” to the Cabinet Secretariat (which is tasked with finally placing the proposal before the Cabinet and the two panels. A bit of digging tells us that the NSCS feels it is not fully informed about Cabinet matters in general, thus necessitating the missive.
