SRINAGAR, July 26: Prime Minister I K Gujral on Saturday made an unprecedented offer to hold ``unconditional'' talks with Kashmir militants for a restoration of peace in the Valley.``The Government is ready to hold unconditional talks with the misguided elements in the Valley so that peace returns to this paradise on earth,'' Gujral said this on his first visit here since becoming Prime Minister in April.It is the first time that the Centre has declared anything by way of `unconditional talks' since the outbreak of insurgency in the Valley. The offer for talks comes a day after Gujral announced in Parliament of an accord reached between the Centre and the Naga insurgents to facilitate peace.The All Party Hurriyat Conference (APHC) reacted cautiously to the Prime Minister's offer. Its chairman Moulvi Omer Farooq told The Indian Express that Hurriyat leaders would discuss the offer and examine its details.
