Manchester City has been asked to pay nine million pounds to get centre-back Stefan Savic from Partizan Belgrade.
City is willing to pay six million pound for the 20-year-old Montenegrin.
But Partizan, who faces a Champions League qualifier next month, wants more cash so they can replace the defender,The Sun reports.
The Serbian clubs director of football,Mladen Krstajic, said: Savic is still here with us,so he has signed nothing yet.
If we lose him we would be in a trouble defensively. He can leave only if we find adequate replacement at the back. City manager Roberto Mancini has turned his attention to Savic after losing interest in Bolton centre-back Gary Cahill.
