CHANDIGARH, DEC 4: Had I been the chief minister of Haryana, Rathore might have been out of his job today, said former chief minister of Himachal Pradesh and Union Minister of Consumer Affairs Shanta Kumar.Shanta Kumar who wrote an emotional letter to Madhu Prakash and Anand Prakash, parents of Ruchika's friend, acknowledging their efforts to take up the Ruchika molestation case confirmed that he had sent a letter to Haryana Chief Minister Om Prakash Chautala also. ``He has been charged with committing a condemnable act and is shamefully carrying on in his chair,'' said Kumar. ``The system seems to be bankrupt to tackle people like him.'' Here's the text of the letter: Dear Madhu Prakash jiI have been reading news items related to Ruchika's suicide since the last few days. I was distressed after reading the details. But I appreciate the courage shown by you and your husband.The courage you have demonstrated and your commitment to fight for truth. I really appreciate your effort.While reading the story, I hang my head in shame and tears come down my cheeks. My wife was surprised. I gave the article to her. She read and for hours, we looked at each other quietly. Though we could not speak, the tears flowing down our eyes were speaking and hearing.I did not know Ruchika. But she keeps cropping up in my memories again and again. Far across the horizon, I can see Ruchika asking whether the age-old jungle raj is over? She is asking whether there prevails the rule of law and democracy. I do not have an answer to her queries. I feel that Ruchika is ridiculing our whole system.I do not know how many Ruchikas are exploited at the hands of dreaded criminals. Though you have not been able to save this Ruchika, you did something that will inspire the generations to come and save a lot many innocent girls.I pray to God to give you more courage so that you may take this episode to its logical end. My wife and I wish you all the best for the cause.I am writing to the Chief Minister Om Prakash Chautala to appeal to him not to protect the the officer who had attempted to outrage the modesty of Ruchika, insulting womanhood and committing a grave crime to humanity.
