From lack of governance to underdevelopment, Bihar has been accused of every possible ‘feel bad’ factor. But the affidavits of its Lok Sabha candidates threaten to overshadow all else.

At least five constituencies in Bihar have candidates with attempt to murder or murder charges against them and nearly half the seats have at least one nominee with a criminal charge pending against him. And they are candidates of national and recognised political parties. A lowdown:

LALOO PRASAD YADAV, RJD (Chapra and Madhepura): Prevention of Corruption Act, 1988, for possessing assets worth Rs 46.26 lakh disproportionate to his known source of income. Also charged with providing umbrella to scamsters and scuttling the investigation into the fodder scam. Points out in the affidavit that he has not been convicted in any of the offences.

JAGANNATH MISHRA, JD-U (Jhanjharp): Charged with conspiracy, criminal breach of trust, and use of a forged document to deal in property.

MOHAMMAD SHAHABUDDIN, RJD (Siwan): Charged with attempt to murder in three cases pending since 1985, 1988 and 2000; one case of murder from 1989; several cases of kidnapping/abduction in order to murder; criminal conspiracy; “forcing a woman to comprise her marriage”—eight cases in all.

KIRTI AZAD, BJP (Jhanjharpur): Charged with assault or use of criminal force to deter a public servant from discharge of his duty.

DEO NATH SINGH, SP (Jhanjharpur): Charged with murder, attempt to murder and rioting in a 1993 case registered in Madhubani district.

DEVENDRA RAKESH, Independent (Muzaffarpur): Charged with criminal intimidation, causing hurt by endangering life or personal safety of others and several other

cases.

MHD ANWARUL HAQUE, BJP (Sheohar): Charged with rioting with dangerous weapons, attempt to murder on various counts, cases are pending from 1997, 1998 and 2000

DUKHI RAM, CPI(M-L) (Sasaram): Charged with murder, arson/rioting

PARMANAND PRASAD, CPI(M-L) (Nalanda): Charged with attempt to murder, murder, initimidation

MADAN PRASAD JAISWAL, BJP (Bettiah): Charged with several cases, including rioting and intimidation.
