The Election Commission’s inquiry report on largescale omissions and deletion of names in the electoral rolls in Tamil Nadu admits shortcomings on the part of Election Officers involved in the revision of rolls, and also attributes it to certain systemic failure.The report, prepared by Kerala CEO P.J. Thomas and submitted to CEC T. S. Krishnamurhty yesterday, has suggested that house numbering system in the state be streamlined to remove confusion on account of simultaneous use of old and new houses numbers in Municipal areas.Therefore, keeping in mind the 2006 Assembly elections, the EC has decided that a special revision of intensive nature, with house-to-house enumeration, be carried out from January 1, 2005.
