The government on Tuesday approved a public procurement policy under which Central ministries,departments and PSUs will set an overall procurement goal of minimum 20 per cent of total annual purchases of products or services by micro and small enterprises (MSEs). Out of this 20 per cent target of annual procurement from MSEs,a sub-target of 20 per cent will be earmarked from MSEs owned by SC/ST entrepreneurs.
Announcing the Cabinet decision,Information and Broadcasting Minister Ambika Soni described it as path-breaking,adding that it was in line with the Congress manifesto.

Every Central ministry/department and PSU shall set an annual goal for procurement from MSEs at the beginning of the financial year. After three years,overall procurement goal of minimum 20 per cent will be mandatory. Defence armament imports will not be included in computing the goal for the Ministry of Defence.
