Advanced security liaison was carried out but kept under wraps

An ASL is carried out between security agencies ahead of visit of dignatories or politicians.

As Bihar and Gujarat police spar over security that was given at Gandhi Maidan,the venue of BJP prime ministerial candidate Narendra Modis rally in Patna,the Home Ministry team that visited Patna after the serial blasts has found that the Bihar Police had conducted an advanced security liaison (ASL) exercise for the rally,but had not signed any document pertaining to it,apparently as they did not want to draw any ire of the political leadership in the state. An ASL is carried out between security agencies ahead of visit of dignatories or politicians and the exercise may not be directly related to threat perception,explained a senior official.

While maintaining there were lapses on the part of the Bihar Police in ensuring strict security at the rally,the Home Ministry,quoting local police,said there were no blasts near the dais where Modi was giving his speech as the area had been sanitized. Home Ministry officials were told Gandhi Maidan being vast,it is difficult to seal all entry and exits.
