‘Cleanest option’ may resolve little: Panel member

A key member of the committee on Telangana headed by Justice (retd) B N Srikrishna,which submitted a report on the demand for separate statehood for Telangana,Wednesday said time had come for the government to set up the second States Reorganisation Commission (SRC) to recommend reorganisation of states by carving out smaller states.

Talking to The Indian Express,Prof Ravinder Kaur of the Department of Humanities and Social Sciences,IIT-Delhi,also said dividing Andhra Pradesh to carve out a new state of Telangana,though the “cleanest option”,may end up resolving little.

“The reason for the strong demand for Telengana was the feeling of being neglected that existed among the residents of Telangana region since most of the jobs were being cornered by the residents of the coastal region. But,I think the decision (to form a new state) takes on December 9,2009 when the Government of India announced the process of forming the Telangana state should have been stuck to. It may work,it may not. Personally,I feel it may not give the right message now as it will be viewed more as a political decision than a democratic or administrative one,” Kaur said.

He was part of the panel headed by B N Srikrishna,former Supreme Court judge,which in its exhaustive report suggested six options,including bifurcation of Andhra Pradesh into Telangana with Hyderabad as its capital and Seemandhra with a new capital.

However,the committee had also cautioned that this decision should be taken only if it was “unavoidable and if this decision can be reached amicably amongst all the three regions”,which is not the case now. Asked if the option exercised by the government was the correct one under the circumstances,Kaur said,“Only time will tell. There are a lot of unresolved issues between the three regions of the state and it will require a lot of hard work and quick,affirmative action to just understand the issues,let alone resolving them.”
