Rajya Sabha MP K N Balagopal has called the levy of airport development fee (ADF) at the Delhi Airport illegal and a violation of administrative and parliamentary procedures.

He said the Airport Authority of India Development Fees Rules 2011 had not been cleared by Parliament yet,and hence,collection of ADF at the Delhi Airport was illegal,despite being permitted by the Airport Economic Regulatory Authority (AERA).

I have come to know that the AERA has allowed DIAL to levy ADF again from December 1,without the rules coming into force… This is in violation of administrative and parliamentary procedures and is also a violation of parliamentary privileges, Balagopal wrote.

Balagopal recalled his earlier letter to the PM,dated August 10,in this connection.
