UP govt refuses prosecution sanction against IPS officer J Ravinder Goud

Allahabad High Court had ordered CBI investigation into the killing of 26-year-old Mukul Gupta.

The Akhilesh government has denied prosecution sanction against IPS officer J Ravinder Goud,who is Lucknows SSP at present,in a case of killing of a youth in an alleged fake encounter in Bareilly in June 2007. The CBIwhich is investigating the case,had sent a letter to the state govt seeking the sanction for filing the chargesheet in December last year.

CBI chief information officer Dharini Mishra confirmed that the state government has refused to give sanction to prosecute Goud.

According to CBI sources,the state government,in its reply to the agency last week,has not given a specific reason for denying the sanction. The government has stated that Gouds act was part of his official duty. A UP cadre IPS officer of 2005 batch,Goud was assistant superintendent of police posted in Bareilly when the alleged fake encounter had taken place.

The CBI had also sought prosecution sanction against nine other policemen four sub-inspectors and five constables but the government is yet to send a reply in this regard.

A CBI official confirmed that after denial of sanction against Goud,they have now sent a letter to the state chief secretary,seeking status of the requisition about prosecution sanction against the other policemen.

In 2010,the Allahabad High Court had ordered CBI investigation into the killing of 26-year-old Mukul Gupta after hearing a petition filed by his father Brijendra Kumar Gupta. Mukul worked in a private firm.

As per the CBI investigation,the police team had shot Mukul suspecting him to be a member of a robbers gang. The police claim that they had fired in self-defence was found incorrect.
