A CAG report for 2006 has said that the Sarva Shiksha Abhiyan (SSA) has failed to have the desired impact on the quality of primary and upper primary education in Uttar Pradesh. The reason, it said, was poor implementation:• Except in Kanpur Nagar, no household survey conducted in remaining 15 districts covered under SSA in the first phase • The desired teacher-student ratio not attained in primary schools • Inadequate number of teaching staff in the DIET (District Institute of Educational Training), leading to significant shortfall in training activities, while some schools overstaffed • Number of out-of-school children was 14.3 lakh in 2006-7 • Almost 0.5% primary schools had no buildings while 1.6 per cent primary and upper primary schools functioned from kuchha structures• Shortage of power meant no computer education for upper primary schools• Significant number dropped out after primary classes• No focused strategy to enroll out-of-school girls, especially those belonging to the SC/ST community• Annual budget and work plan delayed and prepared without the consent of village education committees, school management or parent-teacher associations
