Call it being political savvy or just playing safe. Bureaucrats in Kashmir, with no political masters to breathe down their necks, are putting aside administrative decisions for now and waiting for a new government to take charge.
Inside the cold and unwelcome environs of the Secretariat, bureaucrats are huddled in groups debating the shape of the next government over cups of tea. Asked about the indecision in administrative matters, some said: ‘‘We do not want to rub the new ministers the wrong way by taking unilateral decisions.’’

‘‘Nobody wants to annoy them (ministers), so officials tend to put off important matters till a government is in power. People have to bear with this as it would be beneficial for them if their problems are looked into by the new ministers,’’ said a top Valley bureaucrat.
